For anyone interested in modding the game, you are encouraged to head over to StrategyCore. StrategyCore hosts most of the old UFO: Aftermath modding community, and you can find various modding tools in the file section.
Stiltman have kindly put together a site called ufomods.com for our use, and everyone interested in modding the game, information about modding, etc, is encouraged to head over there. If we can gather all aspects of modding into one site, it will make things a lot easier both for the modders and for the people using them.
