Im running the latest Weapon Rebalance, the EXP mod, and the training and research time reducer mods, and I was wondering if there is a conflict that is preventing me from using the training and research time reducers because they dont seem to work. however the Weapon Rebalance mod and EXP mod apparently work together.

My WR mod has added new techs, which makes it incompatible with any mod that alters research. Please be sure to read the history.txt file for a comprehensive list of everything that my mod changes.
